Overview

When Dallas County sought a modern, functional space to replace an outdated facility with insufficient parking, they turned to Serra Real Estate. The team identified the former Brinker International headquarters, a 7.5-acre North Dallas campus with 100,000 square feet of office space built in 1983, as a solution, and Serra acquired the land on the county’s behalf. The Serra team then structured Credit Tenant Lease financing, allowing the County to secure a 10-year lease with a terminal purchase option, ensuring good stewardship of public funds and financial flexibility.

The project involved significant renovations to transform the four-story complex into a state-of-the-art government center tailored to the County’s needs. Serra supported county leadership throughout every phase – from predevelopment through construction – overseeing financial compliance and program management to monitor budget quality and performance. Solar generation arrays and battery storage units will soon partially power the buildings. 

The updated facilities improved accessibility and ample parking addressed the shortcomings of the previous space, providing a much-needed upgrade for County operations.

With a total project cost of $35 million, the North Government Center stands as a testament to Serra’s ability to craft tailored real estate solutions while maintaining fiscal responsibility. This project is just one of five Dallas County buildings Serra has financed, built, and managed, reinforcing their role as a trusted partner in meeting the region’s evolving needs.
