Overview

After a competitive financing process, Dallas County selected Serra Real Estate as its financial partner for its new Oak Cliff Government Center. Serra acquired vacant land underlying the building and parking garage and provided $26.9 million in funding under a 10-year lease term with a discounted purchase option, ensuring the county’s financial flexibility.

As the project advanced, Serra was named the project’s developer due to its ability to navigate project complexities, tight timelines, and due diligence requirements. Serra collaborated with general contractor the Ryan Companies, project architect GFF and local subcontractors, including minority- and women-owned firms. In alignment with sustainability goals, solar panels will soon power the building. 

Located one approximately 2 acres at 702 E. Jefferson St., the 43,000-square-foot, LEED Silver-certified facility was completed in just 17 months. Today the $33 million Oak Cliff Government Center serves as a vital hub for essential county services, housing the County Commissioners, Justice of the Peace, Truancy, Constable, and Tax offices and an adjacent three-story parking garage with 240 spaces, connected via a pedestrian bridge to ensure convenient access for visitors.
