When Dallas County planned a new government center to improve service delivery for the communities of South Dallas County, it selected Serra Real Estate as its financing and development partner. Located at Interstate 20 and South Polk Street, the project began as a single facility but expanded into a $41.9 million campus that includes the South Government Center, the County’s emergency services command bunker, and the sheriff’s training academy. The center is co-located on 7.5 acres to streamline operations and accessibility and replaced three aging facilities scattered across town.
By utilizing a Credit Tenant Lease financing structure, Serra enabled Dallas County to develop the campus without increasing the tax burden on citizens while improving access to essential services, now under one roof.
Serra supported county leadership throughout construction of the government center, overseeing financial compliance and program management to monitor budget quality and performance. The team collaborated with the Regional Black Contractors Association and its Second Chance workforce program, which provides training and jobs for individuals impacted by the criminal justice system. Serra’s leadership team was commended by county government for its commitment to diversity and local inclusion.
